The forward rotation is generated by the water meter. When the pressure drops, the compressed water in the pipe behind the meter expands due to the pressure drop. There will also be a small amount of water passing through the water meter. The difference is that it is reversed at this time. We all know that the general mechanical watch enters the water from bottom to top, and pushes the gear to rotate forward. When the water meter is inverted, the water enters from the top and comes out from the top. Although the water inflow is the same at both ends, the readings on the water meter are quite different.
II. Tap water dissolves a lot of gas
The amount of rotation water produced by this reason is relatively large because tap water will dissolve a large amount of gas. If the exhaust valve on the pipeline is not set properly, the gas cannot be removed well. In this way, if the home does not use water for a long time or the design is unreasonable, the home will be damaged. At the highest point of the pipe, there will be an airbag. As we all know, the compressibility of gas is very high. If there is a pressure fluctuation on the pipe network at this time, the space in the pipe behind the meter will expand and contract greatly, so the rotation of the water meter will be relatively high. 
III. Other reasons
There are few straight pipe sections left by the water meter, which will also affect the normal measurement of the water meter and cause the water meter to rotate.
