1. Management system support

Establish a targeted caliber interval measurement management system. "Measurement Management Measures", "Water Meter Selection Management System", "Measurement Instrument Calibration Management Specifications" and other guarantee systems. Form management needs to ensure the combination of dynamic information and static information, adhere to the basic premise of a unique table number entry system, and build a three-in-one management of full life cycle measurement information and archives including warehouse management system, meter reading system and revenue system system.

2. Target verification management

Calibration is an important means to evaluate whether the accuracy of the instrument meets the technical requirements before or during use. Calibration management should be done at different times in the instrument's life cycle. According to the national and industry calibration standards, combined with the local water meter usage conditions in the region, the water meters are calibrated and managed in accordance with the formulated "Measurement Instrument Calibration Management Standards".

2.1 First inspection

According to the announcement of the "Catalogue of Measuring Instruments for Mandatory Management" issued by the State Administration for Market Regulation in 2020, DN15~DN50 water meters for trade settlement need to adopt the P+V (type approval + mandatory verification) supervision mode.

2.2 Weekly inspection

First of all, according to the regulations of JJG162-2019 "Verification Regulations for Drinking Cold Water Meters" and GB/T778-2018 "Drinking Cold Water Meters and Hot Water Meters", the fixed period of DN25~DN50 water meters is four years, and the daily use needs to be restricted and rotated when it expires. . Secondly, in addition to the service life, it also includes the conditions of use, the characteristics of water use, the accumulated water volume and the duration of the usual flow, etc. Therefore, it can be formulated in combination with verification criteria beyond the service life. For example, in the dynamic weekly inspection of Shaoxing Navy, the verification period of DN40/50 water meters with water consumption of ≥50,000 m for 24 consecutive months is set to 2 years.

2.3 Sampling inspection

With the continuous development of production technology, the categories of watches have gradually diversified. Under different working conditions, watches of different brands, different measurement principles, and different materials will still have inconsistent measurement performance changes. Therefore, it is necessary to dynamically update the weekly inspection standards under the blessing of random inspections. In addition, as costs continue to change, we can also select products with greater applicability and higher cost-effectiveness for different links through regular sampling inspections.

3. Online operation and maintenance management

Usually, the operation and maintenance management of online service meters by the water business department is mostly passive maintenance work, or only relies on the regular meter reading work of meter readers. In most cases, the work of "reading" only stays on "reading", and "reading" is only for water quantity data. In addition, under the premise of problems in local management, the "meter reading" work of meter readers is still incompetent, and there is a serious lack of "meter reading" work.
